For girls seems that the first hair cut was very important, most of them wear it long ever since. Also, have a hair cut or color change, is referred to breakups and independant acts, need of a sudden change, or some confidence.

...playing
Most of them play with their hair consciously, when they are bored or relaxed in a kind of a repetitive,
calming gesture that helps focus their thoughts. Chewing it when kids, a lot. Twist a strand around their fingers, twirl it. Or when flirting.

Down when cold or want to feel more femenin, ponytail when having job interviews or want to look "professional", "sporty", or when working. There are a lot of "women codes" that seems to be the same upon different cultures.
Also, among different professions, the length and color has different meanings. For example, dancers, when having it long, are meant to be classic dancers, wether short, modern.

For boys is different, even though they remember the first hair cut, they didn't give much detalis of the place, or what they felt. unless, the experience was something funny or very traumatic.
To cut it, refers to a practical aspect (hot, job interview), rather than emotional. to pay for a hair cut, seems to be the biggest issue, most of them will never spend too much in a hair cut.

When having long hair (or long enough to grab it) they play with it a lot.
